This article is in regards to the H.R. 2, the Moving Forward Act that has been introduced into the House of Representatives mid 2020 found here (starting on page 2217). It includes language that would:
• Extend the credit from December 31, 2020 to December 31, 2025
• Change the benchmark from 50% more efficient than the 2006 IECC to 15% more efficient than the 2018 IECC
• Increase the credit from $2,000 to $2,500
Users have begun asking if there is a way to test compliance for this newly proposed Tax Credit. At this time, it is not yet clear how the compliance calculation would be performed. Since it isn't defined, we do not have it implemented in Ekotrope.
If you would like to do some preliminary investigation, you could use the IECC 2018 Fuel Summary Comparison and look at % consumption savings vs. the reference home. If the home consumes at least 15% less energy for heating and cooling than the reference home, that could be an indication that it will pass the new Tax Credit. Again, this is an estimation and not a guarantee that it will pass any future Tax Credits.
It is also worth noting that RESNET has indicated that this bill is very unlikely to pass through both bodies of Congress and be signed by the President.
